ICT Hub is an implementation organization that designs and executes donor-funded programs that use technology, innovation, and artificial intelligence for social good. We operate at the intersection of three worlds that rarely sit at the same table: the tech community, civil society, and public institutions.
Technology alone does not bring about change. It does so only when it addresses a real-world problem, is developed in collaboration with those who understand it firsthand, and remains embedded in the system long after the project concludes. That is why we integrate technology throughout a program's lifecycle-from diagnosis and co-creating solutions to implementation and impact measurement.
This approach makes interventions more precise, safer for users, and more resilient to change. Most importantly, it ensures technology's benefits reach those it's intended for.
We build solutions that grow (as in the Serbia Innovates project, where we shifted innovation support from fragmented interventions to coordinated, system-level delivery across Web3, agri-food, gaming, and biotech sectors).
Our primary focus remains constant: technology, innovation, and AI that serve people and communities, developed in collaboration with them and integrated into systems to ensure lasting change.
We achieve this through a "Tech for Good" approach, implemented through the Cluster-Based Transformation Model (CBTM), a methodology developed at ICT Hub that connects public institutions, civil society, the private sector, startups, and academia.
We independently design and manage complex, multi-year donor-funded programs from end-to-end (demonstrated in Serbia Innovates, a USAID economic growth initiative where we redesigned innovation support mechanisms at the system level).
We strengthen broader implementation frameworks by providing specialized capabilities to embed technology and innovation into existing programs (like in the X2.0 Horizon Europe project, where we integrated ecosystem-driven solutions across multiple countries and deep-tech domains).
True development impact happens when innovation becomes a permanent feature of the system itself. We mobilize entire ecosystems, including public institutions, startups, and academia, to ensure technology-driven approaches create durable outcomes.
For example, in Justice for All (USAID), we redesigned how legal services interact with citizens through user-centered digital approaches, making justice more accessible and transparent as part of the delivery model itself.
Through the SheSafe Online project (UN Women, co-funded by the European Union), we brought together the tech community and organizations working with women and girls facing violence to jointly develop digital solutions for the prevention and early detection of technology-facilitated violence against women and girls across six Western Balkan economies.
